Draft amendments on Steel Ships Guidance

The Korean Register of Shipping issued a draft amendment on the rules for the Classification of Steel Ships Guidance 1 revised section, noting that the Class is committed to developing the Rules to meet the latest technical and customer requirements. Therefore, it calls its members in case of any comments to inform the Class until Friday, June 7, 2019.

The existent regulation is as follows:

Hull Classification Survey: 

1.For vessels of age less than 5 years the survey is to take the form of an Annual Survey.

2.For vessels between 5 and 10 years of age, the survey is to include the scope of an Annual Survey and inspection of a representative number of ballast spaces.

3.For vessels of 10 years of age and above but less than 20 years of age, the survey is to include the scope of an Annual Survey and inspection of a representative number of ballast spaces and cargo spaces. For gas carriers, in lieu of internal inspection of cargo spaces, the following applies:

  • Inspection of representative spaces surrounding cargo tanks, including external inspection of the tank and its supporting systems as far as possible;
  • Review of cargo log books and operational record to verify the correct functioning of the cargo containment system

The draft Amendment is:

1.Rules 1 and 2 are same as current Guidance.

2.Rule 3 is proposed to change as:

(a) For vessels of 10 years of age and above but less than 20 years of age, the survey is to include the scope of an Annual Survey and inspection of a representative number of ballast spaces and cargo spaces, except for gas carriers, in lieu of internal inspection of cargo spaces, the following applies:

  • Inspection of representative surrounding ballast tank(s) and void spaces surrounding cargo tanks, including external inspection of the independent cargo tank(s) and its associated supporting systems as far as possible;
  • Review of cargo log books and operational record to verify the correct functioning of the cargo containment system.

(b) For chemical tankers of 10 years of age and above but less than 15 years of age, in lieu of an internal inspection of cargo tanks without internal stiffening and framing, inspections of surrounding ballast tank(s) and void spaces and deck structure, are to be applied.
